Explanation
Conditional-frame variant of the obligation paradigm: plain negative + と + いけない, literally 'if you don't do, won't do'. The と here is the conditional connective. Slightly more conversational than the なくては frames (〜なくてはいけない / 〜なくてはならない). All four — 〜なくてはいけない, 〜なくてはならない, 〜ないといけない, 〜なくちゃ / 〜なきゃ — express identical functional meaning at different register or syntactic frames.
