Explanation
Polite-register version of the ね / よ pair: stack the particle after です rather than directly on a plain-form predicate. Function is unchanged from ね / よ — confirmation (ね) and assertion (よ) — but the です-prefix raises the register to match the rest of the polite-speech context.

Agreement (ね) いい てんきですね。

ね, よ, and the combination よね are all correct - よ and ね DO co-occur as よね. Choose by nuance.
