ましょうか = ましょう + か, asking permission to do or offering help. 'Shall I help?', 'Shall we go?'

Context: formal context. Plain volitional 行こうか is casual; in polite contexts use 〜ましょうか for offers/proposals.

ましょうか = 'shall I help?' (offering with question intonation). ましょう alone = 'let's help' (cohortative, includes listener). For offering to do something FOR the listener, use ましょうか.
