から marks start, まで marks end. Paired, they express a range - time, place, or distance.

Common mistakes
✗ 9時まで 5時から しごとです。
✓ 9時から 5時まで しごとです。
Order is start-end: から first, then まで.
✗ 9時で 5時まで しごとです。
✓ 9時から 5時まで しごとです。
から marks the start point; まで marks the end point. They work as a pair. Replacing から with で would mean 'AT 9' (location-of-action), losing the start-to-end span meaning.
✗ 9時から 5時 しごとです。
✓ 9時から 5時まで しごとです。
から〜まで is a paired-particle range frame: から marks start, まで marks end. Dropping まで leaves the range open and ambiguous. Both particles MUST appear together in this construction for a closed range.
Wrong / corrected pairs
✗ はちじから しちじに べんきょうします。
✓ はちじから しちじまで べんきょうします。
Range "from X to Y" requires から〜まで. に marks point-time only.
✗ がっこうから うちへ あるきます。
✓ がっこうから うちまで あるきます。
Context: range with motion. Distance range uses から〜まで. へ marks direction (single point), not range endpoint.
✗ いま から まで がっこうに います。
✓ いまから ろくじまで がっこうに います。
まで needs an explicit endpoint (time/place); cannot stand alone.
